Adrian's idea was simple in concept and complex in execution. Locke had built a network of operatives, intermediaries, and corrupt officials to facilitate his activities. This network was held together by money, loyalty, and shared interest. If those bonds could be disrupted, Locke's capability would dissolve without requiring direct confrontation.

The key was Carver's transformation. The Western Petroleum CEO's public conversion had created interest among other executives who sensed, perhaps for the first time, that their rationalizations were insufficient. Adrian proposed offering voluntary ultrasound experiences to selected individuals—people with influence over Locke's network who might be open to genuine change.

Each was approached carefully, through intermediaries Chen trusted from her law enforcement background. Each was offered a choice: experience the ultrasound device voluntarily, with full disclosure of its effects, or do nothing and face whatever consequences emerged from the ongoing investigation into Locke's activities.
